I don't believe the comments made about last gen memory limiting vault space - I write code all day every day and that doesn't even make sense.
I do believe it would take more re-write time to change the UI which in development terms would equal investment for little to no return for them .
I'd be ok with the former arrangement of a "pro" service to store things, even if it was more of a long-term thing or a separate vault that was a bit more cumbersome to access - it would cost them to develop it and not part of the original project scope.
If I remember right Bungie pro was a whopping $5/year

I am glad you commented about this because I am not terribly familiar with how code works, but I had a hunch that it would cost Bungie money in some way, thus making a "Pro" service reasonable for both the players and Bungie. Plus the yearly price was completely reasonable and having a separate vault was something I thought about, perhaps even incorporating into the game, in a way which can allow easier loot swapping between characters [maybe even include a similar option like in the Pokemon games, where the player can designate where newly acquired loot will be stored if their inventory is completely full].
