The PVP in Destiny is peer-to-peer. There is little to no games/game-aspects from crucible ran by servers. Therefore, it's not Bungie's fault. It's your enemies fault for having crap internet, or their ISP's fault. Hell, could even be their districts fault for not upgrade their internet infrastructure. (This is the cause for my crap internet.) Also, they never said, ANYWHERE in their HoW update, that the only way to get maxed gear is to play Trials Of Osiris. LolWat.

That's more money, time, employees, and maintenance they would need. You gotta budget when making/releasing/updating products that costs thousands/millions of dollars. Besides, there aren't many multiplayer games that have dedicated servers without having a subscription service, because they know the cost of it. And seeing as Destiny is there first of the franchise, they wouldn't sink a lot of money into something that could have just as easily failed. Too risky for a new product.
