I did great in the rumble matches and got a legendary sniper...
So it works both ways and shows us that it is just random...
But even tough we dominated skirmish yesterday for about 3 hours without any loses we just got one legendary (only one of us) and the same guy got a Hawkmoon. And never got Anthony. I think after these 3 hours I counted some rare mats and 3(!) blue engrams... Why not at least a guaranteed blue engram so we could have at least a chance for a legendary?

It may work both ways, but it is still broken regardless. You three dominating for three hours and receiving minimal loot is terrible! You would think with only three players to reward you would have a higher chance, nope I guess not.
