I would look into Star Wars SAGA Edition. It's a d20-based system which, while it has its faults, could be used/altered to create something for Destiny without TOO much work. Some of the supplements have mechanics constructed for modifying weapons and armor as well. Even if you don't use that system as a basis, at the very least, it might give you some ideas.
