I don't think I've ever seen hardcore/casual gaming defined by these standards and it really seems weird to me.
I get when you say that a hardcore gamer will find a way, in terms of finances, but I have always had that mentality towards games.
The reason I didn't buy, and don't plan on, an Xbone is because of the games. The only thing to envy for me at the moment is scalebound and I don't even know when that releases.
You asked for a suggestion for a better criteria so here it is:
Casual: I own a system/share a system with roommates/family and I play whatever people make a big deal about
Single core: I play one genre of games only e.g. Sports, fps, MMORPG
Casual core: I love video games and enjoy talking about them with others but I find my time being stolen by other things as gaming isn't a top priority, yet I still see their merits and don't look down on hardcore gamers
Multicore: I enjoy games for the experience they provide and I go after whichever game has something interesting going on, rather than a specific genre
Hardcore: I love video games and consider it beyond a hobby. I consider myself to be part of gaming community (playstation, Xbox, Nintendo, steam, PC) and I love that community in spite of its flaws. I stay up to date with all gaming events and news because that is where I find my time going
There might still be a couple of categories missing, probably, but I guess that's how I see gamers
