Short answer, no.
Long answer, if you make it a one shot kill from any distance, all special melees should be a one shot kill. But the time to kill in destiny/bungie games is a lot different than a run and gun arcade shooter like Call of Duty. I feel like being able to run in and melee people would disrupt the pacing of multiplayer and with the current network latency would just make it not fun. However, I am open to the idea that it gets a distance bonus to damage that could make it a potential one shot kill. The farther you throw it, the more extra damage it got. But this would have to be balanced, and the knife would probably have to do less damage in a short throw than it does now at all distances.
Tl;dr being a one shot kill at all ranges is op, but maybe give it a damage modifier according to distance thrown.

Well said and good thought but every melee one shots to the head even uncharged ones. This is a hard to aim throwing knife with huge drop and low velocity I don't think it's without reason to make it a one shot as well as normal melees to the dome

A guaranteed one shot would be overpowered, particularly when the hunter gains multiple knives. As I said, it would require balance tweaking, which could include changing the physics of the knife itself. Its all good for it to one shot on a headshot but a one shot on the body should be earned.

Oh no the thread is about precision throwing knives not body shots either way shoulder charge which is easy mode times ten

As a titan I can agree to that. Shoulder charge is pretty op. But for the hunter I'd be interested in seeing why it isn't a one shot kill. I'd love to see testing results on how and why bungie balanced the game in the way it did.
