Between both mods utility kickstart beats perpetuation in speed by a second or two. It is to be noted that utility kickstart only costs 1 energy unlike perpetuation which costs 2. What should be done about this is have Perpetuation cost 1 like utility kickstart because its it does not refund class energy like utility kickstart and have utility kickstart cost 2 because it lowers the class ability cooldown more than perpetuation.
