Contacting Destiny 2 servers and Error code arugula

I have been playing Destiny 2 since it came out on the same ISP. Recently (for the past 2 months) the game is inexplicably not working. My ISP claims its the game (bungies) fault and bungie says it's my ISP fault. I have tried using mobile hotspots and have gotten the exact same issue. Basically, the game is laggy, enemies wont attack me nor die. This is more prevalent in pve than pvp but happens in pvp too sometimes. I'm lost as to what to do. I have tried ALL troubleshooting as per bungie's troubleshooting page. I know many people in my country (Pakistan) are facing this issue.
