i cant say for sure but i would imagine that they are holding off on pvp updates so they can better stop cheaters by developing a anti cheat thats more aggressive.
its a catch 22 situation, a dammed if you do, dammed if you dont.
see if they send more people to make maps or modes that would be great but with no anti cheat the crucible would be screwed anyways so why bother. but on the other hand, if they keep people on anti cheat rather than working on maps or modes, they can stop ( slow down. but you cant really stop cheaters.) the pvp scene would gradually become better but not all in an instant in some update that grants instant gratification in a twab stating that the cheaters have lost.
either option most players wont understand. its just the nature of the industry.
or i could be wrong. they could just be lazy, or think that everything is fine lol

Cheating mostly isn’t a thing on console, tho, and the vast majority of the playerbase is still on console, too.

True but trying to divide work based on platforms seems like the exact opposite of what they have been trying to do lately. They want the platforms to feel the same. At least as similar as possible.
