Fixed rolls can work. It worked with Raid gear in D1, and it can work in D2. Bungie needs to find a way to make perks more relevant, and make guns more exciting.
Its really all about implementation, not design philosophy. There are plenty of solutions within the framework that can provide answers to the problems people have. There's no reason to just say go back to Random Rolls.
Generally, people do not like Randomness. Handcannon bloom, and in-air accuracy are perfect examples of how Randomness is not liked. People do not like receiving weapons with sub par perks through randomness. They do not like not receiving the loot they want period, because of randomness.
If anything, Destiny has taught that randomness is not a fun game mechanic.

Random rolls were a big thing adding replay value to everything. Static rolls were present in raid stuff but that was the only way to get them! You go there to get the armor to say you have it. Bringing back random rolls and doing it like D1 would bring TONS of people back

It would push people away as well. There's already enough RNG elements in this game. Layers of RNG are the worst for people who aren't looking for an absolute 3000 hour grind. The game really doesn't have the content to support that amount of play time, unless its extended by 'artificial' means. I think there is a way to make Fixed roll loot more rewarding. Bungie is off to a good start actually. They locked certain gear behind certain activities. There is a loot table for Strikes, Crucible, each planet, Gunsmith etc. It just needs to be expanded upon to make the game more focused and less random. Right now, its kind of a hodgepodge of two systems, with no vendor purchasing, but only fixed rolls. I think randomized engrams are great, but as a way to use Tokens after you have gotten all the gear the vendor has that you want. There is still opportunity within the current framework to make loot rewarding going forward. Its just a case of implementation and innovation.

I agree there is still potential. For instance, they could have weapon variants so it's still somewhat random but they can still control the rolls of the weapons

They had that in D1 as far as I know. The problem is that random rolls remove player agency. You can still make a looter shooter with out needing randomized loot. You just make the loot activity specific, like the Raids in D1. Instead of grinding for random chances, you go do a specific thing, and get the reward. It allows people to collect everything, or just what is good.
