It's based on when bungie employees are at work to do the maintenance. To alter it means paying overtime to employees to stay later or come in earlier or it means hiring additional people for additional shifts. That means more money bungie has to pay out. Not happening.

We’re not talking about some tin pot outfit here with 3 people working 16 hour days. Bungie have hundreds of staff members. Also, it’s not an unreasonable request to ask that they don’t lock me out of the game I purchased for what equates to most of the evening after I finish work, every week. Either pick a better time, or, patch the game in a much quicker time frame.
