Id love to taste a steak cooked blue. Next time I go for steak I will have it. I always had my steak medium rare but when I had rare I started to taste medium rare as over cooked but I can eat it. So blue should be fine.
Yes, it's delicious if you have a very nice cut of meat. I would never order it that temperature if I was remotely unsure of the quality of meat and care that the restaurant has.
Plus I mean, who doesn't like carpaccio? It's not a "blue rare" steak obviously, but you get the gist.
