Of course OP isn't positive. The "for sure" is because it is more than probable, based in the size of the universe, that it is true. The god of the gaps theory is describing the phenomenon of filling in gaps in scientific knowledge with "god did it". That is not what is happening here.

It's safe to assume that the conditions and processes that lead to intelligent life on earth exists elsewhere.

As a side note, why do those requirements have to be there? What's to say that some other planet hasn't evolved sentient/intelligent space dolphins or something entirely foreign?
