It's made that way so that it won't be utterly OP, it would destroy their precious meta just like the original Suros did back in yr1.

This gun has always been near uncontrollable. Even when autos were in their prime. It only had ricocheting rounds before, no lasers. Stability must've been half of what it is now. No one but a few like myself used the gun.

You forget hardlight has [i][b]no[/b][/i] damage falloff which plagues all other AR's, that's what would make it OP; it would become the meta in an instant.

What's the problem with that? Primaries need a buff! Also if hard light had no damage fall off, the measly screen shake wouldn't hold it back from being top tier.
