When you are able to collect a faction reward view your possible rewards first. When you do this you will notice 3 groups usually. The first group on the left will have common stuff like armor and common guns. The center group will have the less common guns and the guns at the bottom of the center group are usually a lot harder to get. The last group on right has shaders and emblems and ships and this group seems to follow suit. The shaders/ships/emblems at the end of the list tend to be the rarest or hardest to get. It's been a long time but if I remember correctly the fatal vision is at the very end of the list so it's the hardest one to get so it's like a 5% or less chance of getting it. Not many people have it. It's just totally random what you get but there is also a percentage of how it works.

I am almost positive that they are not organized by rarity. Got any source on that?

No source but I've opened a lot of packages from factions and it's just what I've noticed. It's seems to be pretty accurate to and also when you think about it it's almost common sense too. Put the harder to obtain items at the ends of the lists or categories or genres.

That would make the Desolate set the most likely thing to obtain from Sterling Treasures, and that is clearly not the case.

Yea but that's sterling treasure which is different. I think all that gear has a equal chance to get even the ships and sparrow all have the same chance to get them. The only stupid thing about those lists is that they also show gear from other jobs which obviously is a lot lower.

It's different because when I open up sterling treasure boxes I tend to get totally random things. I never get a few things way more often than I get other things. It's different with faction rewards. With faction rewards you will get lots of gear over and over and over compared to other gear and the gear you tend to get over and over is the stuff closest to the beginning of each group. Ohhhh but another thing I noticed and didn't mention is that every time I get a ship or shader or emblem I never get that same ship or shader or emblem again. Now I'm not sure if when it comes to those things you can only get them once or if that's just my own personal experience. If that's the case though it means every time you get a ship or shader or emblem they get removed from the RNG or your chance of getting them again just gets a lot lower.

That is nothing short of confirmation bias. You can never get the same ship or shader twice. Scroll over them and it'll say "Already obtained" or something like that.

Yup. So there you go, that's another thing to take into consideration. Do you have all the other vanguard ships?

Ok then I don't know what TDB stands for but still fatal vision is at the end of the list and therefor the hardest one to get so just keep trying.

The Dark Below; the first Destiny expansion. Every one of those ships from both the Vanguard and Crucible, with the exclusion of Fatal Vision, was content from TDB that was removed from the game with the following expansion (House of Wolves). We've also also already established that theory to be baseless.

It's just my personal observation and I'm standing by it. It is at the end of the list therefor it's harder to get. I'm pretty sure that's how it works.
