Alright so, there is a region lock going on.
You're primary account is Australian correct? Expansions will only work when the game and the expansions are from the same region. I'm assuming you purchased a physical U.S Destiny Disc yes? If that is the case, you will need to obtain a disc that matches your primary account. In your case, you will need to obtain an Australian Destiny disc.

I wish I'd known before purchasing that it was going to be a different situation to The Dark Below and House of Wolves, and even the original game. Living in a non-English speaking country presents all sorts of problems when buying games. More cash, I suppose - which is very disappointing. My problem NOW will be that because my TDB/HoW were purchased in Japan, my Australian account doesn't recognize me as having them, and won't sell me TTK only. If I bought a Japanese DLC (like I did for TDB/HoW), will that work for my Australian account, or am I going to be faced with this same issue yet again? Hmmm... I guess I could send $$ to a friend in Oz via PayPal, have them buy the game & email me the DLC codes. I'll also contact PSN support as the article you linked suggests.

Alright... Spoke with PSN support on this, and they reiterated that this is a BUNGIE ISSUE, and something BUNGIE have done - it's NOT their end.
