Saying "my nose will grow" is a neutral statement. It is not a false statement of present fact but a prediction. Now, assuming that pinocchio is aware of how his nose works, he would know that a neutral statement is not enough to cause the growth. Therefore, while speaking, he would realize that the statement is intrinsically untruthful. Considering that the nose is a reflection of his moral conscience as opposed to objective reality, it would grow. Only after the nose had grown would he realize that technically, the statement in retrospect was not untruthful but it would be too late. Checkmate.

I don't think he is allowed to even say it, as it is neither truth nor lie, and would have no possible outcome. Actually, it would have a null outcome, nonexistent. It wouldn't even do nothing, because that's what the truth does, nothing.
