Essentially shotguns have a max range cap that isn't listed but once past that range no additional range star will benefit it. Shot Package works by providing bonus range only when ADS, which is unaffected by that base range cap due to it being a sort of temporary buff.

Rangefinder also works only down sights, so does the cap even affect it?

The way it works is that Rangefinder provides base stat boosts (10% range increase -20% damage drop off) Shot Package creates a tighter spread effect that makes more rounds hit on target as well as increasing the effective range (I don't have be hard numbers for SP). Essentially Shot Package /can/ do more damage because of how it works with more pellets hitting in conjunction with the range buff. Rangefinder is ironically better up close where you still get a nice wide spread to hit multiple targets in PvE (Hence why shot package is preferred for PvP)

Shot package doesn't actually give any range just tightens the spread which increases the farther the targeted object is from the gun meaning more pellets hit the target so more damage is done. Rangefinder is nice but if you are maxed range it just doesn't do anything then. Increasing range naturally reduces damage drop off on any weapon.

What I was trying to say was that Shot Package is a sort of artificial range buff. Sorry if it didn't come across that way I was a little tired typing this one up.
