Actually it wouldn't because there are still some pretty good guns from the raids. Considering the fact you can only carry one exotic at a time you would have to choose more wisely about what you would want to bring along and what raid weapons you would want to have over the exotics.

If all my exotic primaries had burns, I'd only play the raid till I got the armor. The only reason I still do hard Crota is for word of Crota. Once I get that, I'll do normal every week
The arguement that it forces you to raid is bullshit because if you want to use gjallarhorn or icebreaker, you will raid for an elemental primary.
Exotic primaries having burn will allow us to finally vary our playstyle.
I want to have unlimited ammo against juggler modifier using bad juju, but without a burn, it won't do enough damage to activate string of curses.
I want to heal with red death, but again, lack of burn gimps me.
I want to take down majors with my hawkmoon's 3 lucky bullets, but lack of burn makes fatebringer and word of crota triple its damage.
I want to run as fast as a sparrow with my mida, but again, no burn means i do 1/3 the damage of my fang.
Devs need to take notice and bring elements back to exotic primaries.
