It was done because people were able to have heavy ammo for most of the match. By waiting to pick it up you could maximize your ammo or if you think you will die you could wait till you revive.
Personally I think they should have just reduced the amount dropped.

Enemies dropping their heavy ammo has a tempering effect on players carrying heavy - don't jump head-long into a crowd of enemies or you'll just give them your ammo. It also rewards players for killing a well-armed enemy.

I didn't say it was bad. That's the only thing I can think of that would change with this. They want heavies to be a short burst of activity where momentum can shift or solidify.
