I know how to make your game great again:D

The problem is that there is no influx of new players in the game. The game is still unfriendly and does not give a banal goal and motivation to play it (I very often passed from scratch). Many of my friends who started playing just ran around doing patrols and events around the planets. And they had no desire to farm anything, try to be better for harder content('cause there is no harder content for them). And in order to have the desire to farm the "best gun", you need to like the game so much that the player is willing to spend a lot of time farming it. But all that the game offers us at the beginning is an empty Cosmodrome and a useless, boring Shaw Han. You can delete all this Shaw-Han -blam!- and give at least a stripped-down version of the Red War story campaign. Make Forsaken content free (there's nothing left of it, stop trying to sell it), Shadowkeep (the add-on is empty, small, there's nothing valuable in it) and Bungie's 30th anniversary (it's just 1 dungeon and 1 exotic). In general, all dungeons must be part of add-ons/seasons, or be free. It's up to greed and insanity to try to sell them separately. It's just a big level for a couple of times. You already have a bunch of options for microtransactions (Eververse, seasonal content). And with so much content, new players will become addicted to the game. And they will be happy to buy the remaining add-ons that really have something important and cool (dark subclasses, a more interesting plot; Lightfall is definitely better than Shadowkeep, guys, no matter how much you hate it). Now the new player does not understand what to do, but he sees everywhere: "Buy". It pushes you away from the game. To sell well, you need to have a good reputation, Bungie. And now you are cashing in only on the veterans of the game, who, despite everything, will remain with the game until its death. This, of course, will have almost no effect on the gaming experience of older players. But the influx of new ones can give the game a second wind. And it may even be interesting for veterans to be mentors for New Lighters.
