Public Events?
Not sure if you guys know about this site, but it seems pretty accurate so far:

I'm betting that site will slowly drift further and further from being correct. For instance, the Devil Walker on Earth spawned at :13 and :43 past the hour in the first few days I was paying attention. A few days ago it was closer to :15 and :45. Still, at least for the short term it'll help.
