Inconsistent damage between game world spawns

I did some basic searches to see if someone had posted this already but didn't find anything related, so here goes ... Just curious if anyone has noticed an occasional discrepancy in damage given out by a guardian and their weapon(s)? What I have noticed is that upon spawning in to a game world, my guardian and his weapons will not deal the damage I would typically expect to see. Or perhaps better stated would be that the targets don't respond in typical fashion. For example, I spawn in to the Venus patrol. I can see the numbers being given out on hits (both normal and critical), yet the target in question takes many more hits than I would expect. If I exit the world and respawn in a new one, the damage is the same and the target goes down as expected. Does this makes sense to anyone and has anyone else experienced this? For Bungie - do you all apply some form of a random "fudge factor" to our characters when they spawn in a game world?
