Actually easier because they can't move as fast when prone.

In PVP I'll camp standing up for exotic bounties beat people to the kill all of the time, going prone will make it easier to kill campers if you ask me. I've been in both ends of camping that's why I prefer standing more mobility if you don't get killed with one shot they are done for.
