So light 32 is the highest we can go? Because if that's the case we will always do 30% less damage and take 30% more?

For now, yes. Light level is capped at 32. This won't be a problem on normal, but you will likely have decreased damage by the time you get to hard mode CE. (Haven't done hard, yet so I can't confirm)
