I have purchased the expansion pass back in Nov.2014 and have played it and finished it with two of my three characters. Now I have my Xmas Xbox One and everything transferred over fine (characters even with II (2) equipment) but the II locations are locked like I don't have permission of the content. How can I fix this without purchasing the "now" more expensive pass?

Check to see if you have access to the DLC on your 360 if you still have it. This may help narrow down the problem. Try to reactivate/re-install your licenses. http://www.bungie.net/en/Help/Article/12410 Also when you go to the Store is there anything listed in add-ons? If it shows you have it you might have to re-download it. If none of this works keep an eye on the forums for when it clears up for everybody. Edit: This is DLC 1, DLC 2 isn't out yet. You mean 1 right?
