Why was PS3 PSN brought online over 5 hours ago, but the PS4 PSN continues to to be down (Atlanta, GA)?

Not in my area. I turned on my PS3 an hour ago, and it let me sign on to PSN, go to the playstation store, etc. Unfortunately, I only have Destiny on my PS4. I'm in Atlanta, GA; if this information helps anyone.

Well, that's even more confusing. Shouldn't the PS3 PSN be up for everybody; if it's up for one area? Well, I'm just going to concede to my ignorance when it comes to these matters, and assume that there's a somewhat reasonable explanation.
