I can one shot people with a lvl 16 blue Fusion Rifle... Guess they should nerf that too huh.

Its because its a primary, thats the issue here

And how useful is a primary sniper? Long range can be deadly... Close range not so much so ether way it can still be countered. And if you don't know how, try using a scout rifle. They will be so busy being a bobble head they won't have time to head shot you.

Its still the fact its a primary and pri aries shouldnt one shot you in any situation, any one who uses these are dirty as cheesers

Not a whole lot useful anyhow it will end up becoming a relic in most peoples vault, so there's no need for a nerf. Edit: And sniping is not dirty like a cheese... It takes a certain amount of skill to get that lucky head shot.
