It gives the full amount to all items, I had 3 legendaries each with a power node that was completely unleveled, when I turned in a bounty each one was leveled up about half way

I see what you're saying but have you tried with just one and seen if it went up one and a half. I tried it with 2 legendary armour and one exotic then did the next 5000 just on the exotic but because exotics go up so slowly it was difficult to tell.
