I've gotten it. I used a black wax idol. Ran the fist of crota mission for my 3 sword kills, killed one in patrol and went back to the fist of crota for one final try. Got it on that kill.
Make sure you have an open primary slot. You'll receive it as he dies and it'll pop up on the right side of your screen.
