I'm telling you, they need a system that allows legendaries from before-expansion to be upgraded above 30 light and 300 damage. Maybe have it require an exotic shard, a restart progress, or just a lot of xp. Anything would be better than nothing.

Since there reasoning for letting us upgrade Exotics is "they know we worked hard for them" isn't it the same for the Iron Banner gear? Witch I might add is a lot harder to get then buying from Xûr. As a final note, since the old legendary gear is basically obsolete now, would it make more sense to have the new (more powerful) gear require a higher level to use?
