The XDK and the development tools for Xbox are the best out there (even the ones targeted to indie games). The problem with Destiny and Bungie is that they made a reusable base/platform so they could run the same game engine in multiple gaming platforms without changing what the game is and how is developed. The problem with generalization is that platform specifics and disparity of how features like rendering and communications and data read/write are implemented or work come in place making one or many of the targeted platforms unstable. Also, lets remember that Bungie likes to work outside of established grounds. For example, many features of XBL matching that we loved on games are the immediate product of Microsoft and Bungie collaboration on the Tsunami features of XBL (basically all of Max Hobberman work).
