level cap would be fine if they implemented the following way to upgrade items. (instead of the absurdly complicated and frustrating way to upgrade exotics now... not to mention the lack of options for my legendaries)
For exotics:
Step 1: Take vanilla exotics, and legendaries to the speaker.......
Step 2: Spend one exotic shard on a fully leveled exotic (can only be done on fully leveled exotic)
Step 3: Receive your (still) fully leveled exotic with damage upgraded to match DLC
For Legendaries
Step 1: Take your (only) fully leveled legendary weapon or armor to the speaker.....
Step 2: Spend some legendary material (like a radiant shard or something able to be obtained by everyone. I would even be ok with using an exotic shard)
Step 3: Receive your (still) fully leveled legendary weapon with damage upgraded to match DLC
Is there really anyone who would disagree with this method? Why make it more complicated than this?

The logic of the quest can be that exotic shards are a rare resource, so all guardians need to contribute to obtaining them by clearing out baddies from wherever shards are found, or something basic like that. Then there would be more immersion, rather than just having these random currencies in the game that have no bearing on the culture of the game's world. Little things like that, to explain why things are the way they are, would be a huge help. Otherwise we just get cynical. Some explanation for the glimmer/marks cap would be warranted too.
