In order to raid, you need to be at least a light level of 26. In order for that to happen you need some legendary or exotic gear. Easiest way to get that is buy exotic gear from Xur (he only shows up on Fridays and Saturdays.) Or you can work up Vanguard or crucible reputations and earn marks and purchase gear that way.
