I think you've got it right. If nothing else, it begs the question: why didn't we hear about the changes until a week before the DLC drops? I spent loads of time completing Exotics--some as recently as two weeks ago--only to then find out that I shouldn't have bothered. Pretty frustrating.

Same here... the Reason is... they want you ADDICTED ... What they dont understand... is that we feel SCREWED !!! They want us to have a reason to play a lot again... but they fail to see it dont feel right to upgrade the same weapon again ... again doing all those bounties to be able to level them again... this is really messed up Bungie... Again if I upgrade an MAXED OUT EXOTIC... it should STILL BE MAXED OUT if I upgrade it ! Or at least give some incentive for having stuck so much time and energy in it... now you just SCREW people over for having upgraded stuff opposed to those who havent...
