Because the base value of the gun starts higher than your maxed out version when u reset the gun or gear it's value starts at over 300. At least there's an option to raise its value

The higher base damage means little if you lost all the weapons perks. You'd rather have a 302 gjallarhorn wirhout wolfpack perk? Or a 302 icebreaker without ammoregen?

Icebreaker starts with ammo regen it is a base perk that is why it is under the solar icon and you do not unlock it as it is already unlocked. Losing Wolfpack does suck but with 3 toons 20+ with telemetry it should take you less than a day to unlock it. Your argument is a moot point.
