16 has always been true. I found that out the day that sparrow released, not only is it much harder to start than the other sparrows, but if you actually get it it only lasts for a few seconds before reverting back to your normal sitting position. Tested it a ton of times, the timing had to be much more precise, and it lasted 10 seconds max before sitting back down in the seat. Same if you try to do the 'sit down' animation on it as well.
