From what I can understand, its a static world so that they can keep adding on to it. This might be an MMO kinda thing, (I don't play any MMO's so someone can correct me on this).

I think they could definitely make more efforts to make it at least appear more dynamic, they can still have it as a static world but it wouldn't kill them to change it now and again, and let that change be as a result of something we (the players) have done?
