I believe true lvl 30s exist, true lvl 30s are ones that have 10+ raid completions, spent the time in iron banner to get their gear and have done the raid atleast once or all the time without cheesing the Templar and oracles.(Anyone who pushed Atheon off more than once was a filthy cheat.) and to all those 29s out there with 10 or more raid completions you deserve a lvl 30 too.
