Personally I think bungie has Xur sell weapons that they are trying to test in crucible. It's the only way they can get a large enough sample size to see what a weapons true power is. They probably started this practice after the Suros was first sold

They are probably filling the crucible with a verity of exotics, giving everyone opportunities to play with an exotic they want. If they ever see one weapon being used much more than any of the others (aka being unbalanced) then they will probably nurf. This might be the only reason why Suro doesn't get nurfed Edit: If my theory is correct, universal remote will be coming up for sale soon
