They are the worst by far. Auto rifles and hand cannons are simply better, followed by scout rifles. I would be surprised if even .5% of my deaths were the result of a pulse rifle. It's amazing how pulse rifles were so well-designed in Halo by Bungie, but are mediocre at best here.
