Destiny isn't really intended to have the kind of crazy special effects that a game like Borderlands has. Builds are supposed to provide slight boosts to your favorite skills, but to keep things pretty much the same. The game would have to be completely rebalanced around more powerful special effects, because invariably those effects result in OP builds.

  • I don't have to speak for Bungie to see what the design philosophy is. They specifically stated that exotics were supposed to look and feel overpowered, but not actually break the game. That's entirely in line with what I said; most exotics do something cool, but they have weaknesses to balance things out and you can't combine or stack effects to break the basic mechanical balance.
