I haven't tested it on PVP but on PVE this weapon it's just amazing.
I was playing Raid in the Templar and I only had the first damage increase and even so, I could kill very fast many Vex.
This weapon has very good perks and suits beautifully in PVE, but I can't comment about PVP since I haven't tested it yet.

if you carefully look at its perk, you will realize it's meant to be a vex killer.
