Theory has been borne out this far. There is some speculation that Crown of the New Monarchy may be for the Weekly Heroic Strikes. I've heard many interesting anecdotes, but have only tested it myself twice this far. However, both of those times last week I used the Crown I did receive 2 legendary engrams each time.
