It's possible to get rare items from legendary engrams. Happened to me and a friend once. Just like how you can get legendary items from blue engrams.. Rare but it happens

No the recent patch in October fixed that, Rare & Legendary decrypt to their color or higher. I haven't had a legendary decrypt to a rare since then, just noticed it still said rare on there.
