Encountered him after patch. Still remember my first time running into that maniac. Was just another routine patrol in the cosmodrome, wrapping up a couple bounties for fallen higher-ups and patrol missions, giving the occasional bubble-shield relief for some beginners and popping the skulls of would-be backstabbing dregs. I had been hoping for a single public event to appear so I could wrap up a bounty from the day before, but no such luck. It was when I had gone into the forgotten shore that I thought my luck might change, knowing that if I were to find one there, it would likely be an excavation crew mop-up or killing a fallen VIP. Still, I was more focused on finishing the last patrol mission, and hopefully finding the last pair of fallen majors I'd need to go back to the tower. It was just as I was done with a "collect stuff" patrol mission that I noticed something was going on. Namely that three beginners just got wiped out, and they were all gathered around the same spot. "Well, that's odd. Probably took on a higher-level, not knowing that even a couple of levels can make a difference. Better go check." I say to myself, feeling that it was nothing a lv29 defender-titan couldn't handle. I went to the scene, expecting them to be fighting something more fierce than just a lv8 vandal, only to watch two of the guardians return and promptly get dispatched by the shotgun-wielding psychopath. Something was up with this vandal, I could tell, even despite the two clumsy beginners failing to take cover, moreso because the snarling menace barely had a dent in his health bar. And it was just the right shade of yellow I needed for my second-to-last kill for fallen majors. The group of beginners given up on taking down the beast, I was more than ready to deal with him in an instant. A toss of my magnetic grenade and a burst from my Grim Citizen III ought to do the trick. However, much to my dismay, he rolled rather than throw himself on the grenade mid-blast, leaving the second burst of the mag-grenade hanging in mid-air. Complimenting this vandal on being rather sly and tricky, I soon replaced Ol' Grim with his beloved counterpart, The Comedian, and started unloading shell after shell, knowing only a couple of shells would do in a lv8 vandal-major. Only...it soon turned apparent this vandal was unlike the others as it took far less damage than expected. It was recoiling a little, to be sure, but the damage seemed far less than it ought to be. I soon found myself pulling out my beloved Gjallarhorn, fully upgraded, and released both rockets in the magazine, watching it disappear in a clustering cloud of wolf-pack rounds and explosive fire. Only to see it still standing its ground and wasting no time in unleashing on me. Numerous shotgun shells, auto-rifle rounds, a Helm of Saint-14 shield, and one final rocket later...I had beaten it. I couldn't believe this one vandal, even for a 'major', had been so ridiculously tough. Surely it had to have been guarding something good, right? It was in front of a cave, treasure is always in a cave, that's how one would normally expect it to go. I let out a sigh in disappointment at seeing nothing in the cave, other than rocks, and felt confused as to why such an unassuming vandal would be so powerful, and in such a remote area. It wasn't until I was a distance away that I turned back to look and see that I had neglected to pick up a blue engram, something I could use for spare parts and glimmer, at least. Then I saw him, another lv8 'major' vandal come to fill in the shoes of his predecessor, menacingly standing over that blue engram. I only needed one more kill to put that fallen major bounty to rest, and I knew what to do. Staring that beast down, I inhaled deeply, steadied my gun and said aloud... "Screw this, I'm going back to the tower." And went 'poof' and went back to the tower.

Randal for kell 2k15
-
It's almost random whether or not he becomes the fully powered Randal. I think he has to pseudo spawn a couple times. And by that I mean someone's in the area long enough that Randal "appears", but doesn't actually spawn. And when you go over to him after a while, then his stats will stack and that becomes Randal the Vandal as we all know him.
Obviously I don't know exactly how this works, but that's how I understand it works.
I killed him last week and he was definitely Randol, took so many clips of my VoC, was very confused because heard lots of people say he wasn't hard anymore

-
It seemed to me he was only strong if engaged him directly...3 sniper rounds did the trick
-
Like the loot cave, it would be awesome if Bungie would make something special with him across the game and change his actual name from Reaver to Randall. We could me with him on earth then face him again on the fourth wave of the warsat event on the moon or any other location. That way we could know for certain what we're up against him and decide to bring out the Ghorns or run for it. Long live Randall, long live the loot cave!
