Giving certain Exotics a proper buff/fix

I strongly feel that the weapons mentioned below require some buffs, aside from the "popular" bad exotics there are underrated weapons in need of attention. [u]Super Good Advice[/u]: Only good thing about this MG is the Crowd Control upgrade. SGA is an underwhelming MG due to its unpredictable recoil that lowers DPS (miss a few shots, rarely get precision hits) and low range. The SGA upgrade alleviates the issue of loosing ammo but leaves weapon performance at a mediocre state so as to convince me to simply stick with a superior MG with Field Scout, Grenadier, Perfect Balance or Surplus upgrade. [b]Buff: Slight boost to range and SGA upgrade would now also provide a temporary increase in damage (stacks with Crowd Control) when missing a shot, at a 20% chance rate (value is debatable).[/b] [u]Truth[/u]: In PvE the Truth is a nearly irrelevant weapon as it's not hard to miss a large target or decimate a slow moving group of enemies compared to using a regular rocket launcher. Best used in PvP, the Protoype Trueseeker (or PT) upgrade is still not enough to justify using this exotic over weapons like Red Death, Suros Regime, Pocket infinity, Hawkmoon and others, especially when most players aim rockets at the ground or walls to get kills and have more suitable upgrades. [b]Buff: Truth now comes with "Surplus" (separate from unlockable upgrades) and PT now provides a considerable increase to Rate of Fire alongside its aggressive tracking.[/b] [u]Plan C[/u]: This one is actually regarding a bug, the Plan C upgrade rarely activates and when using the accelerated coils upgrade the damage inflicted is reduced (intended?). [u]Thorn[/u]: This one has to be tackled differently so the only direct buff for the weapon would a great reload speed increase and maybe stability increase, both of which I'm sure that bungie may have considered. [b]Damage over time[/b] is not working properly because the duration of the effect does not reset upon hitting the target again (be it with a grenade, ability...). If DoT can be tweaked so as to have the duration reset on each hit, this will be a great relief to Sunsinger Warlocks and Thorn users. If it's not too late to make the changes then please do so, even if these may not be the ideal suggestions there are many players that would still appreciate getting proper weapon enhancements.
