I have only done about 10 normal raid and rest are on hard. As far as remember, I only got one piece of raid for each character. Then I made all my 3 characters to lvl 29. Then start doing hard raid every other week. If you are 29 doing raid on normal, you are doing it wrong.

The best way to get raid gear, other than the helmet, is the normal raid. Smaller loot table.
