I started a new character over the weekend and had the fully upgraded Strangers Rifle in the Vault ready for me to use when I reached level 16. It is such a great gun and has some nice stats except the Attack of 203, 215 when fully upgraded. I too was wondering why it was never a Legendary or at least a level 20 rare at 242 Attack fully upgraded.
I feel an exception should have been made for the Strangers Rifle. It should have been made a Legendary but instead of a 247 starting point, it should have been 203 at the starting point with the option to upgrade to 300.

Surprised to see someone found this old thread. My Stranger's Rifle has been sitting in my vault, collecting dust ever since I got it. The reload animation bugs, and it's inferior to ever other Rare, Legendary, and Exotic pulse rifle I have, both in PvE and PvP. Even Bad Juju trumps it. Only reason I'm holding on to the Stranger's Rifle is the hope that they'll buff it and fix the bug. Maybe they'll slip it in when they patch the Exotic weapons, I don't know...

Yeah I was googling about the SR and came across this thread :P It should be given the option to upgrade to 300, regardless of level or rarity. A simple change that wouldn't break the game.
