Yes u do get rewards for both normal and hard if you beat it on hard first.
Not technically double rewards since the entire game works that way.
If u do weekly at lvl 22 u get 3 coins then do it again at 24(whatever the lvl is) u get another 3 coins and then again at 28 u get 3 more coins but if you just do the lvl 28 first u get 9 coins at once, and if u choose to do it after at lvl 22 u dont get anything.
Raid works the same way. Once u r able to do at hard. The normal one is just for funzies.
